If the OrekitException does not embed a TimeStampedCacheException, a new one will be created.

Parameters:

oe - OrekitException to analyze

Returns:

a (possibly embedded) TimeStampedCacheException

Recover a TimeStampedCacheException, possibly embedded in a MathRuntimeException.
